1. Definitions and scope
1.1 "T&T", "we", "us" means, jointly, T&T Consulting Business, LLC and Tudor & Tudor, LLC, Florida limited liability companies, 13575 58th St N, Suite 200, Clearwater, Florida 33760, United States. The activity of the Site is directed from Split, Croatia.
1.2 "WCAG 2.2" means the Web Content Accessibility Guidelines 2.2, W3C Recommendation, 5 October 2023 (updated 12 December 2024), and "Level AA" means conformance to all Level A and Level AA success criteria.
1.3 "Accessible" means that the Site is perceivable, operable, understandable and robust for people with disabilities, including people who use screen readers, screen magnification, keyboard-only navigation, voice control, switch devices or reduced-motion settings.
1.4 "Business day" means a day other than a Saturday, a Sunday or a federal public holiday in the United States.
1.5 This Statement applies to all pages of the Site published under tudorsgroup.com in every language version, including forms, the consultation booking flow up to Stripe's payment form, the site assistant ("Ask a question"), and the consent banner. It follows the structure of the model accessibility statement in Commission Implementing Decision (EU) 2018/1523, adapted to a private undertaking.
2. Our commitment
2.1 T&T commits to making the Site conform to WCAG 2.2 Level AA, the level on which the web requirements of the European standard EN 301 549 are based, and to correcting the non-conformities identified in the evaluation described in Section 7 as stated in Section 6.
2.2 This commitment is voluntary to the extent described in Section 4. It is not an admission that any particular accessibility law applies to T&T.
3. Legal and technical framework
3.1 European Union
3.1.1 Directive (EU) 2019/882 on the accessibility requirements for products and services (the European Accessibility Act, "EAA") applies from 28 June 2025 (Article 31). Among the services it covers are e-commerce services (Article 2(2)(f)), defined in Article 3 as services provided at a distance, through websites and mobile device-based services, by electronic means and at the individual request of a consumer with a view to concluding a consumer contract.
3.1.2 Service providers within scope must design and provide services in accordance with Annex I (Article 13(1)), publish information on how the service meets the accessibility requirements, in accordance with Annex V, in their general terms and conditions or an equivalent document (Article 13(2)), and may invoke disproportionate burden only on the basis of an assessment under Article 14 and Annex VI.
3.1.3 Under Article 4(5), microenterprises providing services are exempt from the accessibility requirements and the related obligations. A microenterprise is an enterprise that employs fewer than 10 persons and has an annual turnover or annual balance sheet total not exceeding EUR 2 million (Article 3).
3.1.4 Directive (EU) 2016/2102 (Web Accessibility Directive) and Implementing Decision (EU) 2018/1523 apply to public sector bodies only. T&T uses the 2018/1523 model as a recognised format, not as a legal obligation.
3.2 Croatia
3.2.1 The EAA is transposed by the Zakon o zahtjevima za pristupačnost proizvoda i usluga (Act on Accessibility Requirements for Products and Services), Narodne novine 89/2025, in force from 28 June 2025 (Article 38). The Act applies to e-commerce services provided at a distance through websites and mobile device-based services with a view to concluding consumer contracts (Articles 3 and 5, point 25); it defines a consumer as a natural person who purchases a product or receives a service for purposes outside his or her trade, business, craft or profession (Article 5, point 17); it does not apply to microenterprises providing services (Article 4(2), with the definition in Article 5, point 18); and it requires service providers to make accessibility information available to the public in written and oral form, including in a manner accessible to persons with disabilities (Article 15(3)).
3.2.2 Supervision. Inspection supervision of e-commerce services under the Act is carried out by the market inspectors of the State Inspectorate (Državni inspektorat Republike Hrvatske), https://dirh.gov.hr (Article 25(9)). No appeal lies against an inspector's decision, but an administrative dispute may be brought (Article 27). The Ombudsperson for Persons with Disabilities (Pravobraniteljica za osobe s invaliditetom), https://posi.hr, receives complaints of discrimination on grounds of disability.
3.3 Technical standards
3.3.1 EN 301 549, "Accessibility requirements for ICT products and services", sets out in its clause 9 the requirements for web content. Edition V3.2.1 (2021-03), whose reference was published in the Official Journal of the European Union by Commission Implementing Decision (EU) 2021/1339, incorporates WCAG 2.1 Level AA. Edition V4.1.1, published by ETSI in September 2026, aligns clause 9 with WCAG 2.2 Level AA.
3.3.2 T&T has chosen WCAG 2.2 Level AA as its target. Every WCAG 2.1 Level AA success criterion is included in WCAG 2.2 Level AA (except 4.1.1 Parsing, now obsolete), so conformance to WCAG 2.2 AA satisfies the web requirements of either edition of EN 301 549.
3.4 United States
3.4.1 Title III of the Americans with Disabilities Act (42 U.S.C. §12182) prohibits discrimination on the basis of disability by places of public accommodation. No regulation sets a technical standard for private websites under Title III. The Department of Justice's Guidance on Web Accessibility and the ADA (18 March 2022) states that the ADA applies to the websites of businesses open to the public and refers to WCAG as helpful guidance. The 2024 rule adopting WCAG 2.1 Level AA (28 C.F.R. Part 35, Subpart H) applies only to state and local governments under Title II.
3.4.2 Courts are divided on whether a website is itself a place of public accommodation. The Ninth Circuit required a nexus to a physical place in Robles v. Domino's Pizza, LLC, 913 F.3d 898 (9th Cir. 2019). In the Eleventh Circuit, which includes Florida, the panel decision in Gil v. Winn-Dixie Stores, Inc., 993 F.3d 1266 (11th Cir. 2021), which held that a website is not itself a place of public accommodation, was vacated as moot (21 F.4th 775 (11th Cir. 2021)) and is therefore not binding precedent.
3.4.3 T&T offers services only to businesses and has no physical premises open to the public. We do not state a view on whether Title III applies to the Site; our commitment in Section 2 does not depend on it.
4. Applicability to T&T
4.1 T&T contracts only with businesses and professionals and does not conclude consumer contracts. The Site's booking and payment flows are therefore not "e-commerce services" within Article 2(2)(f) EAA and Articles 3 and 5 of the Croatian Act, which are defined by reference to consumers.
4.2 Independently, T&T is a microenterprise providing services within Article 4(5) EAA and Article 4(2) of the Croatian Act: it employs fewer than 10 persons and its annual turnover and annual balance sheet total do not exceed EUR 2 million.
4.3 For these reasons T&T considers that the EAA and the Croatian Act do not impose obligations on the Site. T&T nonetheless publishes this Statement and applies the same standard and procedures as a provider within scope.
5. Conformance status
5.1 Status: partially conformant with WCAG 2.2 Level AA (evaluation of 1 October 2026). No failure of a Level A or AA success criterion is known, but the items in Section 6 have not yet been verified with a screen reader, so we do not yet claim full conformance.

6. Non-accessible content
6.1 Items not yet verified or improved. The following items are pending, for the reasons stated. For each item we give the success criterion affected, the pages affected and the planned remediation date.
(a) Screen reader verification. Names, roles, states and status messages of controls (for example, the booking calendar, form results and the site assistant) pass automated testing but have not yet been verified with a screen reader such as VoiceOver or NVDA. Success criteria 4.1.2 Name, Role, Value (Level A) and 4.1.3 Status Messages (Level AA). Pages: all. Planned verification: by 31 October 2026.
(b) Heading structure of some pages. On the home page and the FDA, Get started, Commodities and Careers pages, in every language version, some card headings are at level 3 without a level 2 heading above them. This is a recommended practice related to 1.3.1 Info and Relationships, not a failure of that criterion. Planned correction: by 30 December 2026.
6.2 Remediation. T&T aims to remediate Level A failures within 30 days and Level AA failures within 90 days of their identification, and updates this Statement when each item is closed.
6.3 Disproportionate burden. T&T does not invoke disproportionate burden for any content. If it ever does, it will state the content concerned and the reasons, based on an assessment equivalent to Annex VI EAA.
6.4 Content outside the scope of this Statement.
(a) Third-party documents. Documents uploaded by users through forms, and PDF or other documents issued by third parties (counterparties, authorities, certification bodies) that T&T may forward, are not produced or controlled by T&T. On request, T&T will provide the substance of any such document in an accessible format where it lawfully can.
(b) Stripe. Payment is completed in Stripe's payment form, embedded in the booking page, or on Stripe Checkout, a page hosted by Stripe. Their accessibility is Stripe's responsibility.
(c) Google Meet. Consultations take place in Google Meet, whose accessibility is Google's responsibility. If you cannot use Google Meet, we will hold the consultation by telephone at +1 813 384 8490 or by written exchange by email, on the same terms as the booked consultation. Ask for this when booking or by writing to the address in Section 9.
(d) External links. Websites to which the Site links.
7. Preparation of this Statement
7.1 Method. This Statement is based on a self-assessment carried out by T&T before the date shown at the top of this Statement, combining:
(a) automated testing on every page template in every language version;
(b) manual testing against each success criterion in Section 5, including keyboard-only navigation, 200 % text resize, 400 % zoom and 320 CSS pixel reflow;
(c) testing with the operating system's reduced-motion setting enabled;
(d) automated testing with axe-core 4.13.0 in Google Chrome on 69 pages (14 page templates in five languages), with the consent banner open and closed, and keyboard testing of 8 representative pages, the booking calendar, the consent banner and the site assistant.
7.2 Sample. The evaluation covers the home page, each service page, each form (including file upload), the consultation booking flow up to Stripe, the site assistant, the consent banner and settings, and the legal pages, in every language version published on the Site.
7.3 Review. This Statement is reviewed at least once every 12 months and after any substantial change to the Site.
7.4 Limitations of the evaluation. The evaluation did not include testing with a screen reader (such as VoiceOver or NVDA) or with a flash-analysis tool, and did not test system font size settings separately from browser zoom. A screen reader evaluation will be carried out before this Statement claims full conformance.
8. Measures already taken
8.1 Before the evaluation, T&T corrected the following:
(a) Footer hidden under reduced motion. When the device requested reduced motion, the footer, which was revealed by an animation, remained invisible. Content is now displayed without depending on the animation (relevant to 1.3.2 and 2.2.2, and to access to the cookie settings link).
(b) Language of page. Each language version declares its language in the lang attribute of the html element, so that assistive technologies use the correct pronunciation (3.1.1).
(c) Protection of proper names. Brand names, company names and technical terms are marked with translate="no", so that automatic browser translation does not alter them and the text read by assistive technologies remains accurate.
(d) Corrections from the evaluation of 1 October 2026. Text contrast on raised cards and panels (1.4.3); a visible border on form fields (1.4.11); reflow of the home page headline at 320 pixels (1.4.10); keyboard access to, and a pause button for, the moving band of standards (2.1.1, 2.2.2); return of focus when the assistant closes (2.4.3); reserved space so that the consent banner and the fixed header do not hide the focused element (2.4.11); accessible name of the language button (2.5.3); the time until which a booking slot is held, shown while you pay (2.2.1); interface labels in the language of the page (3.1.2); heading hierarchy of the legal pages (1.3.1); and a "Skip to content" link (2.4.1).
(e) Simpler presentation. The opening animation and the dark theme were removed, so that every visitor receives the same presentation.

9.2 We acknowledge your message within 5 business days and provide a substantive response, or the requested content in an accessible format, within 30 days of receipt. If more time is needed, we will tell you, within those 30 days, why and when you can expect a response.
10. Complaints and enforcement
10.1 If you are not satisfied with our response, you may ask for it to be reviewed by the Managing Member at the same address; we will reply within 15 business days of your request.

10.3 Using these routes does not depend on first contacting T&T, although doing so usually resolves issues fastest.
